The purpose of this study is to help the Navy identify the costs imposed on the Navy manpower system when military billets are outsourced. In particular, this paper examines how competition will affect the Navy's ability to achieve its objectives with respect to sea-shore rotation and homebasing. It provides, by community, estimates of how different outsourcing options would affect these military manpower decisions. The paper concludes that personnel policy constraints, especially the goal of providing an adequate base of shore billets for rotation, place significant limits on the number of military billets entered into A-76 competitions. Given the magnitude of manpower constraints, the Navy has two policy options: reduce the number of military billets to be competed or loosen the number of constraints. Loosening the constraints would involve: more carefully defining sea/shore ratios, allowing some A-76 competitions with high expected savings to be completed even if exceptions must be made to personnel policy goals, examining overseas shore billets that count as sea duty as good outsourcing candidates, and reexamining some of the IBR exclusions, especially for shore-intensive ratings. As medical care in the civilian sector is moving toward managed care, so it is in the military. The Office of the Secretary of Defense (Health Affairs) has sponsored a series of demonstration projects - limited implementations of health care management programs. One such program is TriCare, in the Tidewater area of Virginia. The project, which began in late 1992, was to have two major changes in the financing and delivery of health care. The program included three options for beneficiaries: Prime (an HMO), Extra (a preferred provider organization) and Standard (the standard CHAMPUS) option. The purpose of this research memorandum is to present the findings from our analysis of changes in the levels of access and satisfaction with military-sponsored medical care. The analysis is based on data we collected for an evaluation of the TriCare demonstrations project in Tidewater, Virginia.

Amid the debate over roles and missions in recent years, claims of land-based airpower's capacity to match the contributions of U.S. Navy aircraft carriers have been a prominent theme. As part of that argument, some land-based aviation advocates have argued that basing and other constraints have little relevance to the debate--that basing constraints have not prevented land-based airpower from contributing to U.S. military operations. This argument masks a far more complicated history of U.S. access to facilities and airspace in the midst of international incidents and crises. Land-based airpower has contributed, in some manner, to every significant U.S. military operation since World War II. But basing constraints have often made this contribution more difficult or, more important, have seriously limited the capabilities that land-based airpower could bring to contingency operations. In light of the potential confusion about this issue, this paper examines the history of limitations on land-based aviation activities during U.S. contingency operations.

Using the Navy's 4855 data, estimates of selected combat systems' availability rates are computed and the effect on reliability of turning the systems on and off is determined by analyzing the system's history of being on, off, and broken. Two models are used that describe the time until failure when a system is in either a 'secure' or an 'up' state.

The relationships between aircraft inputs (airplanes, spare parts, men, etc.) and the outputs of sorties or aircraft ready hours can be approximated reasonably well by a production function type model. It is the initial intent of this research effort to construct and evaluate such an aircraft carrier production function. This model will then permit defense managers to have better understanding of the actual input-output process of operating sea-based tactical aircraft.

Studies the relationship between aircraft readiness and spares usage at the squadron level, specifically for the F-4B, CH-53 and TA-4F. The study determines the best combinations of aircraft, maintenance man-hours, and spare parts for various budgets. Since the availability of spare parts is a big factor in aircraft readiness, a detailed examination was made of the spare parts resupply system, and recommendations are made for improving this system for decreasing the time it takes for a supply requisition to be filled. Additional recommendations are made for changing the current method of estimating the quantities of spare parts needed for a specific aircraft model.
