U.S. Navy Capstone Strategy, Policy, Vision and Concept Documents: What to consider before you write one
This volume provides a detailed set of insights and recommendations intended to be useful to U.S. Navy decision-makers and staff officers charged with developing the current and next generations of Navy capstone documents. Capstone documents are those documents – typically signed by the Chief of Naval Operations – which seek to explain and guide the Navy. They have come in many guises – strategies, visions, concepts, doctrines, policies, etc. – and under many names. Other studies in the series discuss in great detail the differences and similarities of all these types of capstone documents as well as the context and development processes for each of them. This paper “cuts to the chase,” focusing on recommendations of immediate use to Navy staff officers. It is the initial volume in the CNA Navy Strategy Series.
