CNA Hires Former Dot Assistant Secretary Vincent Taylor To Head Human Capital Management Center

ALEXANDRIA, VIRGINIA — Robert Murray, president of CNA (CNA), today announced that Vincent Taylor has been named director of CNA's Human Capital Management Center.

"Vince's work at CNA's Institute for Public Research is an extension of a long career in public service," said Murray. "His strong military record, his continuing military service as an Army reservist, and his nearly 20 years of experience in management at the federal level make him especially well-suited as the leader of our Human Capital Management Center."

Prior to joining CNA, Taylor was assistant secretary for administration and chief human capital officer at the U.S. Department of Transportation, where, from 2001 to 2003, he also served as deputy chief of staff. From 2000-2001 he was a senior advisor in the Office of the Inspector General at the U.S. Department of State.

"The position at CNA is an opportunity for me to continue to work in the public interest and serve the federal management community," Taylor said. "There is an ongoing public demand for a federal workforce that performs efficiently and effectively. Through the Human Capital Management Center, I'll be able to help departments and offices meet those demands.

Taylor began his career in 1977 with the U.S. Army, where he served for five years in military intelligence. In 1982, he became a commissioned officer in military intelligence. In 1986, he became a reservist, where he continues to serve the Army in the areas of military police and civil affairs.

Taylor also served in the U.S. Department of State as deputy executive director and acting director, Bureau of Finance and Management Policy (1997-2000); as special assistant to the undersecretary for management (1995-97); and as a security specialist in the Bureau of Diplomatic Security (1991-95). From 1987-1991, Taylor was an operations security and tactical deception officer, Space Systems Command, U.S. Air Force.

Taylor is a member of the American University Institute for the Study of Public Policy Implementation, the Chief Human Capital Officer Council, the National Association of Public Administrators, the U.S. Army Reserve Officer Association, and the Federal Executive Institute Alumni Association. He also volunteers as a member of the Board of Directors for Youth Crime Watch of America. He received an M.S. in Criminal Justice from California State University Long Beach, an M.P.A. from Shippensburg University, and an M.S.S. in Strategic Studies from the Army War College.
