Reducing nuclear risks was a signature issue in President Obama’s first term. However, following a series of successes in 2010, including the negotiation and ratification of New START and a widely hailed Nuclear Posture Review, progress stalled. Now, as Obama starts his second term, prospects for a new treaty facilitating deep cuts are bleak. To help define a practical way forward, Carnegie recently published the policy outlook Beyond Treaties: Immediate Steps to Reduce Nuclear Dangers, which summarizes steps the United States and Russia could take in the short term to enhance mutual security without a new treaty.
