Ms. Theresa Whelan, the National Intelligence Officer for Africa, will discuss “Security Challenges in Africa – Present and Future”. Whelan brings to her position on the Director for National Intelligence’s National Intelligence Council over twenty-four years of experience in the defense intelligence and defense policy communities, eighteen of which have been focused exclusively on African issues. A Department of Defense Career Civilian, Whelan served in three separate Deputy Assistant Secretary of Defense positions within the Office of the Under Secretary of Defense for Policy during both the Bush and Obama administrations. From 2009 to 2011, she served first as DASD for Homeland Defense Domains and then as DASD for Defense Continuity and Crisis Management. From 2003 to 2009, she served as DASD for African Affairs and for two years prior to that she served as the Principal Director of that same office. Whelan holds an M.A. in National Security Studies from Georgetown University, an M.S. in National Security Strategy from the National War College, and a B.A. in International Relations with a minor in Russian Studies from the College of William and Mary.
