William F. Morgan, Ph.D. joined CNA in 1969. He has supported decision-makers responsible for force levels and budgets, tactical development and evaluation, fleet operations, and strategy.
Morgan served as a field representative in the Asia-Pacific area from 2000 to 2012. He served with Seventh Fleet, III MEF, Pacific Fleet, and Pacific Command. In prior assignments, Morgan served as the field representative at Seventh Fleet twice in the 1980s.Other field assignments include duty with Amphibious Group Three (Desert Shield) and Amphibious Group Two embarked in LHA-4 (USS Nassau) for Desert Storm. Morgan supported the introduction of MPF ships and LCACs into the Fleet, leading analysis and reconstruction efforts of early exercises of these capabilities.
Morgan has served in a variety of research and management positions. He was a principal contributor to the 1980s Department of the Navy Amphibious Lift Study (DoN Lift I). He has served as a scientific analyst to the directors of Strike and Amphibious Warfare Division (1980s), Surface Warfare Division (1990s), and Expeditionary Warfare Division (1990s). Management positions include director of the resource analysis department, research program director for amphibious plans and operations, research team leader of United States Marine Corps and expeditionary systems team, and assistant director for program review in CNA’s office of the president.
Awards include the Civilian Southwest Asia Service Medal, Department of the Navy Superior Service Award, and the Chairman of the Joint Chiefs of Staff Outstanding Public Service Award.
In 1965, Morgan graduated from the University of Illinois with a bachelor’s degree in forestry. He went on to Duke University and earned a master’s degree in business management in 1967 and a Ph.D. in economics in 1974.
