Warren T. Sutton, Ph.D. has been a research scientist at CNA for 3 years, working on a variety of manpower and personnel issues. Recently, he has worked with the Navy Personnel Command for Distribution (PERS-4) focusing on efficiencies in the Navy distribution process and building decision support systems to help the Navy transition to Billet Based Distribution. In addition to his work with PERS-4, Sutton has worked extensively with community managers in BUPRS3 building decision support tools to understand impacts of Navy policy on projected individual community inventories. He has established an expertise in optimization and simulation tools for practical decision making. Sutton earned his Ph.D. and M.S.E. from the Industrial and Operations Engineering department at the University of Michigan and his B.S.E. in Industrial Engineering from the University of Pittsburgh.
