More than 30 years of experience as a researcher and practitioner of emergency preparedness in both military and civilian settings. Subject matter expert in national preparedness assessment with demonstrated expertise in modeling, life-cycle cost methodologies, command and control processes, communications, and crisis action team architecture. Supervised and conducted analyses involving the National Response Framework (NRF), Incident Command System (ICS), Homeland Security Exercise and Evaluation Programs, Post-Katrina Emergency Management Reform Act (PKEMRA), and Presidential Policy Directive-8 (PPD-8). Combined masters-level engineering background with command and control (C2) leadership positions in unique military and civilian settings to create effective and efficient operational strategies, plans, and procedures. Experience integrating new technologies and innovative processes into C2 structures at military local and headquarters levels and in civilian settings.
