Monica Giovachino has been with CNA since 1994. She has expertise in the design and evaluation of complex exercises, and she led the evaluation of the 2007 Top Officials (TOPOFF) 4 exercise for the U.S. Department of Homeland Security. She has also led analyses of real-world operations—including evaluations of the U.S. Health and Human Services response to Hurricane Katrina and to disease outbreaks and an after-action review of District operations in support of the 2009 Presidential Inauguration—and has helped agencies draft strategic and emergency operations plans and perform capabilities and readiness assessments. She has worked with state and local emergency management, public health, and agriculture agencies in California, Delaware, Maryland, North Carolina, Texas, Vermont, and the District of Columbia. In addition to DHS and HHS, she has worked with other federal agencies, including the U.S. Department of Agriculture and the Department of Defense. She has an M.S. in Environmental Engineering from George Washington University and a B.A. in Physics from Virginia Tech.
