As a research analyst with CNA’s Resource Analysis Division, Molly F. McIntosh, Ph.D. focuses primarily on manpower and compensation issues. McIntosh has worked on a variety of issues for the Navy, Marine Corps, and across the four services. For example, McIntosh has examined the effectiveness of special and incentive pays, built a framework for understanding how metrics can be used to inform manpower policy decisions, compared first-term performance of citizen and non-citizen enlisted recruits, and estimated effect of deploying to a combat zone on the likelihood a servicemember remains in the service. In addition, in her role as the N13 Scientific Analyst, McIntosh provides direct support to the Navy’s Manpower Personnel Training and Education Policy Division on issues ranging from issues of undermanning at sea to recent trends in divorce rates among sailors.

McIntosh graduated with highest honors with a B.A. in economics from the University of California at Berkeley in 2001 and earned her Ph.D. in economics from Princeton University in 2008. Between college and graduate school, McIntosh worked as a research assistant at the Brookings Institution.
