In more than four decades of service to CNA, Dr. Bill Morgan has gained a wide range of experience as an analyst, study director, field representative, and research manager. His experience includes extensive time supporting Fleet operations and plans. He also has extensive experience supporting Navy and Marine Corps headquarters staff with the programmatic process of system evaluation and acquisition
Since 2008 he has been CNA’s field representative to the Commander, U.S. Forces Pacific and a member of Commander’s Action Group (2009), and of the Commander’s Initiative Group (2008 where he worked a variety of special projects for the commander and was the staff lead for the commander’s effort to develop a Navy-wide standard task force structure for major combat operations.
From 2005-2008Morgan was field representative to Commanding General, III Marine Expeditionary Force (MEF) in Okinawa, Japan and from 2000-2005 was field representative to Commander, U.S. Seventh Fleet in Yokosuka, Japan.
From 1994-99 Morgan served as CNA’s research team leader for the U.S. Marine Corps and Expeditionary Systems Team (MCE) and was the scientific analyst to the Director, Expeditionary Warfare Division (N85) and the Director, Surface Warfare Division (N86). In 1993-1994 he was study director and scientific analyst.
Morgan served as director of CNA 1989--93 Director, Resource Analysis from 1989-1993 and, from 1985-1989 was the director of CNA’s Amphibious Plans and Operations Program. In 1984, he was field representative to the Commander of the U.S. Seventh Fleet in Yokosuka, Japan. Form 1980-1984 he was study director for the Naval Studies Group and was the scientific analyst to Director, Strike and Amphibious Warfare Division, Office of Naval Warfare (OP-954).
Morgan took his first field assignment in 1979, serving as field representative to the Commander of the U.S. Seventh Fleet (Yokosuka, Japan). From 1977--1979 he was assistant director for Program Review in CNA’s Office of the President (CNA). He began his career at CNA in 1969, working as an analyst and study director for the Naval Warfare Analysis Group and the Institute for Naval Studies,
Morgan earned a Ph.D. in Economics (Natural Resources) from Duke University, where he also received an M.S. in Business Management (Forestry). He holds has a B.S. in forestry from the University of Illinois
He has been awarded a Desert Shield/Desert Storm Civilian Southwest Asia Service Medal, a Department of the Navy Superior Civilian Service Award for service with U.S. Seventh Fleet, and has received a letter of commendation for service with U.S. Pacific Fleet Command.
