Dr. David Perin has served as a CNA field representative to Commander Submarine Forces, Norfolk Virginia since 2007. Prior to his move to Norfolk, he was assigned to USNAVCENT in Bahrain (May-July 2007) where he worked for the Chief of Staff and MOC Director to help develop an effects assessment process and a monthly NAVCENT Operational Readiness Report for CNO and CENTCOM.
From 2004-2006 Perin was CNA’s analyst with U.S. Fleet Forces Command where he worked in the N8 directorate on Combat Logistics Force requirements, sea basing, and submarine tender issues, and worked in the Executive Directorate to help develop a Fleet Readiness Report for CNO and the FFC Annual plans. From 2002-2004 he was CNA field representative to USJFCOM where he worked for the Chief of Staff to develop metrics for transformation and to implement a formal process for integrating related efforts across multiple directorates and subordinate commands.
Perin’s first stint as a CNA field representative ran from 1985-1987 when he was assigned to C2F/CSFL, providing analytic support for the Commander of the Second Fleet and Commander of the NATO Striking Fleet Atlantic. From 198-1991 he was a CNA Senior analyst assigned to Navy Strategic Think Tank, and from 1992-2002 was a CNA research program director.
Perin joined in 1973 as an analyst and study director, working on issues relate to the Trident SSBN, D-5 missile, and SSBN communications. From 1977-1979 he was director of CNA’s Naval Warfare Analysis Group and from 1979-1981 was director Strategic Offensive Force Team and from 1981- 1985 was program director for the Naval Warfare Program.
