Elizabeth Williams is a public health and technical assistance specialist with CNA’s Institute for Public Research (IPR), Center for Health Research and Policy (HRP). She leads and directs projects for the HRP team and serves as a senior manager.
Williams brings over 18 years of expertise and program management to science-based, consumer-oriented public health and education initiatives. She has led or contributed to multiple federal and state-level projects providing program analysis and evaluation, training, technical assistance, development of information management processes and systems, message and material development, and coordination of contract deliverables. Her clients have included the United States Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), the Centers for Disease Control and Prevention (CDC), the Substance Abuse and Mental Health Services Administration (SAMHSA), and several state health care agencies.
She is an experienced business development and marketing specialist with nearly ten years of experience overseeing and managing competitive proposal processes. Williams has led the administration of business opportunities tracking and dissemination protocols, which include: identifying, tracking, analyzing, and disseminating solicitations to key decision makers; evaluating existing business processes and recommending changes to streamline and improve; developing standards, protocols, and training materials for proposal writing and management; developing strategic capture and marketing plans for new business development, and providing input, advice, and guidance on the overall competitive business functions of IPR. She has managed and contributed to over 150 proposal efforts in the last ten years.
