Burton L. Streicher, D.Mgt., P.E. is a principal research scientist for CNA’s Center for Naval Analyses, specializing in shore infrastructure readiness and resource management within the Resource Analysis Division (RAD). He has over forty-one years of business operations, acquisition, facilities planning, construction, maintenance, and repair management experience in both the public and private sectors. He has been involved in infrastructure and facilities management throughout the world, with the past nineteen years at the senior executive level.

Before joining CNA, he directed a national facilities services private-sector business operation with over 2,500 employees servicing public school districts in 20 states for a Fortune 500 company. This $76 Million annual sales facilities outsourcing service business required extensive client relations, sales, marketing, human resources, budgeting, cost control, forecasting, capital investment, and return on investment management skills.

Streicher served on active duty in the United States Navy from 1972 to 1998 as a Civil Engineer Corps Officer, achieving the rank of Captain. He directed operation of a special program office established by the Chief of Naval Operations for the technical support and facilitation of the Navy’s OMB Circular A-76 competitive sourcing competition program. He developed and integrated a one-year competition process, which included supporting guides, templates, and checklists for the Navy and Marine Corps.

He directed entire $3 Billion Department of Defense Base Realignment and Closure program accounts. In conjunction with the Office of Economic Assistance (OEA), he assisted local communities redeveloping defense closure sites with Washington level and on-site transition coordinator assistance with interim leasing, real estate transfer, economic development conveyance, public benefit transfer, education impact aid, federal property screening, McKinney Act screening, and environmental findings for suitability for transfer and leasing issues.

He managed a $1 Billion Navy Military Construction Program. In this role, he coordinated congressional notifications, reprogramming requests, budget submission information, and execution of design and construction schedules. In the field, he piloted the first “Newport” design-build facility construction process. He served as the Navy construction agent administrator for NASA, Air Force, and Coast Guard facilities in Spain and also managed new construction and major repairs for the Naval Underwater Research Facility and Naval War College in Newport, RI.

In addition, he has had extensive experience with base wide public works operations at the Yokosuka Naval Base Complex, Japan (Supporting 7th Fleet operations during Desert Storm), Great Lakes Naval Training Center, Great Lakes, IL, the Naval Air Development Center, Warminster, PA., and with an underwater research facility in Guam, MI.

Streicher is a licensed professional engineer and a former Seabee Combat Warfare Engineer with overseas contingency construction support experience in the Western Pacific and Mediterranean areas as well as a former government contracting officer and member of the Navy Acquisition Professional Community. He has a D.Mgt., Business Management, International Management Centres Association, Buckingham, England (2003); a M.E., Civil Engineering, Public Works Administration, University of Florida (1979); and a B.S., Electrical Engineering, Northwestern University (1972).

He has received numerous awards and honors, including: the Defense Superior Service Medal; Legion of Merit; Meritorious Service Medal (2); Navy Commendation Medal; National Defense Medal (2); Humanitarian Service Medal (2); Who’s Who Listing of American Executives & Professionals (2003); NASA Certificate of Appreciation (2005); and RAD Research Analyst of the Year (2009)
