April H. Sliwinski has served as operations manager for CNA’s Institute for Public Research (IPR) since December 2010. In this position, she provides quality management and supports the vice president and director of domestic research in developing and implementing policies and procedures regarding quality initiatives. She also advises on topics dealing with financial management, contract administration, and process improvement for operations.

Prior to her current role, she served in various roles including senior financial advisor and business manager for all CNA’s competitive domestic business markets for five years. During this time, she oversaw the project management system development and implementation; facilitated business relations with internal and external clients; and provided oversight on project control and project management issues with emphasis on the cost and schedule. She advised on issues related to process improvement, proposal pricing, risk mitigation, and budgets costs to the president of IPR and vice president/director of domestic research. She led the annual budget development process for IPR, including forecasting revenue, documenting and disseminating budget guidance, and providing budget inputs to finance. She also served as a senior contracts administrator for five years.

Before joining CNA in 2000, Sliwinski provided contracts administration for CALIBRE Systems, Incorporated, an employee owned management and technology services company. For three years she provided all facets of contract and subcontract administration and established CALIBRE’s first General Services Administration (GSA) Information Technology and Management, Organizational, and Business Improvement Services (MOBIS) Schedules. She also provided contracts assistance at the Library of Congress for four years.

She earned her B.A. in International Studies from George Mason University.
