Donald J. Cymrot, Ph.D. is vice president and director of Domestic Research and Education. He is responsible for developing and implementing policies and procedures regarding the quality and direction of research within the Institute of Public Research (IPR). He also plays a major role the overall business strategy, financial management, and staff development in IPR.  

For the decade prior to assuming his current position, Cymrot helped found and manage CNA Education. He served as the managing director of the practice and played a central role in winning the contract for the Regional Educational Laboratory Appalachia. Cymrot also served as the director of the military manpower program within CNA’s Center for Naval Analyses from 1992 to 2003. He was a member of the Navy’s Human Resources Board of Directors (2000 to 2003) and on the Human Resources Panel of the 1997 Naval Studies Board, Technology and Naval Forces in the 21st Century. In 2001, he was awarded a Superior Public Service medal by the Department of the Navy.
 
Before joining CNA in 1985, Cymrot taught economics at Miami University, Oxford, Ohio, and the University of North Carolina at Chapel Hill, N.C. He published numerous professional journal articles, book chapters, and technical reports on the workforce and other topics. He earned a Ph.D. and an A.M. in Economics from Brown University, Providence, R.I., and a B.S. summa cum laude in Economics from Lehigh University, Bethlehem, PA.
