Following his government service, Mr. Brehm was appointed Executive Vice President and Director of Computer Network Corporation in Washington DC. During this time, as a DOD consultant, Mr. Brehm also directed policy-level evaluations of the series of DOD mobilization and crisis-management exercises that began with NIFTY NUGGET in 1978. In 1981-82, Mr. Brehm led a team assigned by the Chairman, JCS, to develop a plan for reforming the JCS organization, process, and incentives for Joint service. The team's recommendations included, among other things, the creation of a Joint Specialty for officers serving in joint assignments, the assignment of the Joint Staff to the chairman, and the creation of the position of Vice Chairman, JCS. All of these initiatives were adopted by the Congress in the JCS reform legislation of 1986 known as Goldwater-Nichols.
