President Reagan, in 1981, appointed Charles Bowsher to his 15-year term as the Comptroller General of the United States and head of the General Accounting Office (GAO). With a congressional mandate to audit, evaluate, or investigate virtually all federal operations whenever they take place, GAO under Mr. Bowsher became increasingly involved in some of the most important issues of the day—ranging from health-care reform and the savings and loan crises to the federal budget deficit and efforts to "reinvent government." At the same time, the agency continued to monitor "high risk" government activities that could lead to major losses from waste, fraud, abuse, and mismanagement. Mr. Bowsher"s positions in the Reagan administration capped a background of experience in both the private and public sectors. He was associated with Arthur Andersen & Co. for 25 years, except when he served as Assistant Secretary of the Navy for Financial Management (1967-1971), where his work earned him Distinguished Public Service Awards from both the Navy and the Department of Defense.
Since retiring as Comptroller General, Mr. Bowsher has joined a variety of corporate and advisory boards, is a trustee of several corporations, and serves on advisory boards at several universities.
